Better management needed for plows

The city snow removal crew has done a wonderful job this winter! Yes, there are situations that could be better but, short of hiring more people and buying more equipment, I feel that the few inconveniences this year are worth keeping the budget low.
That being said, I do see opportunity for better management with the plows. I live on East Coleman Street and, frequently with 1-inch snows the street does not get plowed. I call this prudent good management but, with this last 5-inch snowfall, Coleman has been plowed four times.
On the third pass I went out and asked the driver why are they wasting money, raking snow off the side piles and filling in the drives. He said he agreed that it was a waste of time and money with no gain with street improvement. With the big chunks of ice and frozen snow being pulled from the side snowbanks and deposited in the drives, a person cannot use their blowers and must hand shovel. Some boulders are a couple feet in size, requiring a plow to push them. Elderly neither have the strength nor additional funds for dealing with this senselessness.
Please plow once, save the fuel and man hours for the next storm, thus relieving some of the budget strain.
